I had problems with Quick Start and reset my iPad to start over. After a successful Quick Start to transfer my data and apps to my new A19 the free features that were listed on my first attempt, are not listed now. How can I access these?

Are you referring to an offer for free trial to Apple TV+ and/or other services?
Did you redeem this offer yet? Once redeemed, that subscription with free trial will be linked to the Apple Account, not specifically to any device per se.
The offer is for the first registered user of the new qualifying Apple device. A different Apple Account than before wouldn’t be eligible. The notification may not appear after a device reset, but can still be redeemed when all the eligibility conditions are met.
