When playing a game or doing a jigsaw a candy cane app or a Mcafee app will pop up but they are stuck. I have to restart my iPad to get rid of them.

That is the cost of "free" games. You have to wait for the pad to play out, or for a hard-to-see "close" icon to appear.
If you paid for the game and that was supposed to make the app ad-free, then you must contact the developer.
