iPhone's Screen Time locked me out early despite the 6-hour limit

I have limited myself to 6 hours a day for all apps on screen time. I have been on my phone for an hour today and suddenly everything has locked me out. I have double checked all of the settings, restarted my phone and made sure I have the latest update. Any ideas why this would be happening?
