Unable to add cards to Apple wallet

After signing out of my Apple ID and back in, I had to add all of the cards again. I attempted to add some cards manually and from the bank application, but both yielded the same results as shown in the attached screenshot. However, many cards refused to be added.

I tried contacting several banks that issued the cards, but they were unable to solve the problem.

If you are referring to changing the region setting, I have already attempted this, and it did not work.

Change your iPhone region to Saudi and restart your iPhone. It may take a few hours for all the servers involved to sync up. I generally advise waiting 24 hours, but it’s safe to try adding a card once. Repeated attempts to add same card is an indicator of fraud and may result in future attempts being automatically blocked for 24 hours or longer.

After being lucky and getting a contact in one of the banks, they suggested that they would send my phone IMEI to Apple and ask them to add my phone as a trusted phone since I am their customer.

They informed me that my phone was level 3, and after logging out and logging in, it went to level 1, and that was a flag as a security threat!

After a few days, all the cards are now working, and I managed to add them to Apple Wallet, besides one bank that I will be contacting to do the same.
