Magic Mouse 2 usb-c not scrolling. Does it require Sequoia?

Running Sonoma 14.7.1. Mouse model A3204. It's connected by bluetooth, points and clicks, but will not scroll.Tried restarting to no avail. In bluetooth, no indication of battery level. Mouse preferences are only rudimentary, as if a generic mouse. My old battery bluetooth mouse works ok (though it randomly disconnects). Must I "upgrade" to Sequoia?
